Temporary Upgrade for Clerical Employees. a. A temporary upgrade for purposes of this Section shall mean a temporary change in assignment of a Clerical employee to another clerical position with a higher es- tablished maximum rate of pay either to fill an absent employee’s assignment or to fill a temporary assignment.
