Testing Mechanisms. The following testing mechanisms shall be used for any drug or alcohol tests performed pursuant to the testing procedure: 1. It is recognized that the Employer has the right to request the laboratory personnel administering a urine test to take such steps as checking the color and temperature of the urine samples to detect tampering or substitution, provided that the employee's right of privacy is guaranteed, and in no circumstances may observation take place while the employee is producing the urine sample. If it is established that the employee's specimen has been intentionally tampered with or substituted by the employee, the employee is subject to discipline as if the sample tested positive. In order to deter adulteration of the urine sample during the collection process, physiologic determinations such a creatinine and/or chloride measurements may be performed by the laboratory. 2. The parties recognize that the key to chain of possession integrity is the immediate labeling and initialing of the sample in the presence of the tested employee. If each container is received at the laboratory in an undamaged condition with properly sealed, labeled and initialed specimens, as certified by the laboratory, the Employer may take disciplinary action based upon properly obtained laboratory results. 3. Any screening test shall be performed using the enzyme immunoassay, (EMIT) method. 4. Any positive results on the initial screening test shall be confirmed through the use of the high-performance thin-layer chromatography (HPTLC), gas chromatography (GC) and gas chromotography/mass spectrometry (GC/MS). If at any time there exists a test with a higher rate of reliability than the GC/MS test, and if such test is reasonably accessible at a reasonable cost, such test shall be used in place of the GC/MS test if requested by the Union. 5. All samples which test negative on either the initial test or the GC/MS confirmation test shall be reported only as negative. Only samples which test positive on both the initial test and the GC/MS confirmation test shall be reported as positive. 6. In reporting a positive test result, the laboratory shall state the specific substance(s) for which the test is positive and shall provide the quantative results of both the screening and the GC/MS confirmation tests, in terms of nanograms per milliliter. Testing Mechanisms. Drug testing mechanisms may include the radioimmunoassay (RIA) method, the thin layer chromatography (TLC) method or other methods or techniques recognized by authorities as reasonable and reliable. If an employee tests positive based upon these methods, the test shall be confirmed by gas chromatography/mass spectrometry (GC/MS) test. Drug testing shall normally be based upon urinalysis unless good cause exists for another basis for testing. Testing for alcohol or other substances may be performed by recognized methods or techniques (e.g. Blood testing, breathalyzer, etc.).

Any urine screening will be performed by the use of the enzyme immunoassay (EMIT) method and confirmed by the use of Gas Chromatography/Mass Spectrometry (GC/MS). If at any time tests exist with higher rates of reliability than either of these methods, such tests will be used in place of them if agreed to by the Department and the Union. ii. Alcohol tests shall be performed by standard laboratory using the best available alcohol analysis.

If the laboratory selected by the parties does not provide for RIA testing, then any screening testing shall be performed by Thin Layer Chromatography (TLC). B. Any positive results on the initial screening test shall be confirmed through the use of Gas Chromatography/Mass Spectrometry (GS/MS). If at any time there exists a test with a higher rate of reliability than GC/MS test, such test shall be used in place of the GC/MS test if requested by the Association.
Testing Mechanisms. Testing mechanisms used for any test for alcohol or controlled substances performed on members of the Association may include standard field impairment tests, breath alcohol test, and/or standard laboratory blood and/or urine analysis tests.

If the laboratory selected by the parties does not provide for RIA testing, then any screening testing shall be performed by Thin Layer Chromatography (TLC). 2.1.b. Any positive results shall be confirmed through use of the gas chromatography/mass spectrometry (GC/MS) test. 2.1.c. The parties agree that other U.S. Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMSHA) methods or techniques may be substituted for the above, provided that the testing mechanisms recognized by authorities as reasonable and are at least as reliable as the current techniques. 2.1.d. In the event XXXXXX does approve new techniques the parties agree to reopen these provisions. However, such approval will not serve to invalidate a test taken under the techniques set forth in 2.1a – 2.1c above. 2.1.e. Positive tests thresholds shall be defined by current SAMSHA standards, which may be modified from time to time by the U.S. Department of Health and Human Services. 2.2. The following testing mechanisms shall be used for alcohol tests performed: 2.2.a. A breath test may be administered by a representative of the Employer. It may be subjected to confirmation by blood testing if requested by the employee. 2.2.b. In extraordinary circumstances, the Employer may require that a blood alcohol sample be taken from the employee. 2.2.c. Blood alcohol samples will be taken by a medical professional. 2.3. The County will pay for all tests and related costs except as otherwise provided under Section 3.5 of these procedures.

Testing Mechanisms a. Samples will be tested for chemical adulteration, alcohol, and controlled substances (drugs). Accepted DOT and/or SAMHSA methods and standards will be employed for the collection of blood and/or urine samples.
