Time Limitations and Procedures. A. Any and all time limits specified in the Grievance Procedure may be waived by mutual consent of the parties in writing. Failure of the aggrieved party to submit or prosecute a grievance in accordance with these time limits shall constitute complete and unequivocal abandonment of the grievance. Failure of the County to respond to a grievance within a stated time limit shall result in the automatic elevation of that grievance to the next step, up to but excluding step 4, pursuant to the procedures hereinafter provided.
