Trainee Appointments. ‌ Consistent with the current application of the Personnel Rules, a trainee appointment is an underfill appointment to a regular position made from an appropriate eligible list of a lower classification for a prescribed period, as provided at the time of appointment in the current classification specifications, during which the employee must qualify for the higher classification or be terminated. Employees who successfully complete the trainee period (e.g., preceptorship, orientation, and/or certification, as applicable) shall automatically promote to the journey-level classification (see below chart). Upon promotion to the journey-level classification employees shall receive at least the entrance rate of the new range or approximately a five percent (5.0%) salary increase (i.e., mathematically closest to 5%), whichever is greater. The original trainee appointment must be made on a competitive basis. During the period of a trainee appointment, the trainee shall be in an at-will status. Appointments to the higher classification are subject to a probationary period. An employee hired into a trainee classification shall be provided a copy of his/her completed trainee underfill agreement. Trainee classifications that meet the new eligibility for earlier auto- promotion within this 60-day period shall be promoted no later than April 13, 2018.
