Training Rates for Current Employees. A) If fully qualified candidates are not available, the Commission may authorize the appointment of an in-service candidate as a “trainee”. B) 1. An in-service candidate, whose salary is below the range minimum, shall be appointed to training rates at 2% or 4% below the minimum regular range.
