Common use of TRAVEL DEMAND MODEL ANALYSES AND UPGRADES Clause in Contracts

TRAVEL DEMAND MODEL ANALYSES AND UPGRADES. The regional travel demand model (TDM), which is developed by the MPO, is a critical tool for the STATE in the analysis of potential solutions. The ENGINEER shall work with individual elements of the TDM for potential improvements and upgrades. The ENGINEER shall use the TDM to develop alternative scenarios that the STATE can use to analyze the impact of alternative solutions or projects at the regional and corridor level. • Demand-related Elements (Trip Generation and Trip Distribution) – The ENGINEER shall verify any demographic projections that are developed by the MPO as part of the travel demand modeling activities shall be reviewed for consistency and accuracy. The demographic variables used in the TDM, such as households, population and employment, and its spatial distribution among the region shall be evaluated, by the ENGINEER. The ENGINEER shall review trip- generating models and rates accordingly. The trip distribution element of the model shall also be reviewed, by the ENGINEER, and modified in order to develop improved Origin-Destination trip tables for vehicles and trucks at the regional level. • Supply-related Elements (Network coding, Mode choice, and Assignment) - The ENGINEER shall analyze the attributes of the TDM coded network. The ENGINEER shall review and modify the Traffic Analysis Zone (TAZ) structure if necessary to insure that trips are being adequately loaded to the network. This shall include the review of the TAZ boundaries, and centroid/connector locations. The ENGINEER shall review and improve the network coding of the TDM to insure appropriate representation of all the modes available for transportation in the region. The review of the coding will consider the protocol that the MPO and the STATE Transportation Planning and Programming (TP&P) Division have in place. Examples of variables to consider in the roadway network are functional classification and area type, with its respective capacities and speeds. The geo- coding of the network shall also be reviewed, by the ENGINEER, to insure that project limits and characteristics are consistent with those proposed. • Travel Demand Model Calibration, Validation, and Execution - The ENGINEER shall calibrate and validate the regional TDM according to MPO and the STATE. DocuSign Envelope ID: 72A77E6D-1011-4A73-AFB3-C43B2D5483E3 Contract No. 36-6RFP5450 PSoft Contract 6316 TP&P protocol. Once approved, the modified and improved TDM shall be used to develop forecasts at the regional, corridor and local level. • Travel Demand Modeling and Simulation Software - The MPO uses TransCAD software in the development of their regional TDM. The ENGINEER shall use the MPO’s latest TransCAD Model. Any other analyses including simulations of intersections, the ENGINEER shall have the ability to use these traffic modeling softwares including Corsim, Visum/Vissim, Paramics and Synchro. • Deliverables: ▪ TDM files ▪ Demographic reports ▪ Simulation electronic files ▪ Videos for presentations ▪ TDM Reports ▪ Presentations
