Voluntary Transfers; Hiring Preference. An employee who applies for another job within the bargaining unit shall be interviewed during the two (2) week period described in Section 17.9(A) and shall be afforded full opportunity to compete for the position. If there is a vacancy, it shall be filled by a bargaining unit employee if his/her experience and qualifications are equal to those of the outside applicant. As between two employee applicants with equal qualifications seniority shall be controlling. Experience to be considered shall not be limited to experience in the position applied for. The word “employee” in this provision shall be deemed to include a laid off employee with recall rights.
