Voluntary Transfers. 1. Voluntary transfers will normally not be considered after July 1 to fill vacancies for the ensuing school year.
2. It is not the intent of this procedure that eligible certificated employees within the District be guaranteed a transfer merely upon request. Employees presently in the District will, however, be guaranteed consideration via an interview for any position(s) within the District for which they request a voluntary transfer. Employees who request a voluntary transfer may be refused consideration if they are not highly qualified and/or do not have the proper certification, endorsement, and/or license for the position which they are seeking. Employees not granted interviews, upon their request, shall be notified of the reason for refusal.
3. After obligatory transfers have been placed, the Human Resources Office will compile a list of available vacant positions for the ensuing school year. The vacancy list will be sent weekly to all appropriate sites via the intranet and will be posted for one (1) week. Vacancies will also be posted on voice-mail. Eligible transfer employees must call the site administrator within two (2) working days of the posting to schedule an interview. (Also see Section A)
4. Employees who interview for voluntary transfers shall be notified of the selection results by the interviewing administrator or designee.
5. An employee who has interviewed for voluntary transfer and has not been transferred after five (5) interviews or two (2) consecutive years may submit a request to the appropriate Assistant Superintendent for assistance in securing a transfer. The request shall list those transfer positions for which the employee has interviewed as well as any pertinent information relative to the employee's qualification/certification for the desired position(s).
6. Certificated employees shall be considered for vacancies occurring after July 1, if the individual's selection for the vacant position would result in additional financial remuneration for the ensuing school year.
7. The applicant considered to be the best qualified will be selected for the available position. If all factors are considered equal, the unit administrator shall use seniority within the District as the basis for selecting the successful candidate.
8. Any District-based teacher who is assigned to two (2) or more sites may request consideration for reassignment to a single site if a vacancy occurs after July 1 and prior to August 1. The request must be made ...
Voluntary Transfers. A voluntary transfer is the voluntary movement of an employee from one worksite or school to another worksite or school. Any member of the Bargaining Unit shall have the right to request a voluntary transfer.
Voluntary Transfers. 4.04.1 Members who desire a transfer to a posted vacancy shall contact the Human Resources Department, in writing, and shall be given consideration for that position provided that a contact has been made with the personnel office on or before the closing date. No assignment shall be made before the closing date. Administrators are required to interview a minimum of five (5) qualified members of the bargaining unit requesting a specific position.
4.04.2 The member who in the judgment of the site/program administrator best meets the needs of the school(s) or the site(s) where the vacancy exists, shall be given the assignment. In reaching this judgment, the site/program administrator shall consider, among other things, the credential, major/minor fields of study, experience and seniority. The weight to be given any of those not listed, shall be determined by the site/program administrator. This decision shall not be arbitrary or capricious.
4.04.3 Any vacancy not selected by an involuntary transferee shall be opened to any member choosing a transfer. Teachers may apply in writing for posted vacancies not selected by involuntary transferees, up to the listed closing date during each cycle. Assignments shall not be made until all interview requests have been considered.
4.04.4 In middle school and high school, the procedure for voluntary transfers shall also apply from December 1 until ten (10) days prior to the commencement of the second semester.
4.04.5 Voluntary transfers beyond the times specified require approval of the Assistant Superintendent, Human Resources/designee.
4.04.6 A request for a voluntary transfer shall not be denied arbitrarily.
4.04.7 If a request for a voluntary transfer is denied, the member shall be given, upon request, the specific reason(s) for the denial in writing.
Voluntary Transfers. A. Application in response to a specific vacancy, as posted, may be submitted to Human Resources within the time limits as included in the posting.
B. Employees who have submitted applications for transfer in response to a specific published vacancy will be considered along with the other applicants for any appropriate vacancy, PROVIDED the applicant's experience and qualifications meet the requirements of the position. Seniority will also be considered in filling published vacancies.
C. Employee reassignment and transfers will be dependent upon, but not limited to, the needs of the College, and: (a) seniority; (b) related work experience; (c) training; (d) demonstrated ability; (e) flexibility of qualifications; and (f) evaluations.
Voluntary Transfers. 1. Following the posting of a vacancy within the bargaining unit, any certified person who desires to apply for such a vacancy shall file his/her written application with the Superintendent or designee. Such request must be made within five (5) working days of posting of the vacancy.
2. A list of teachers requesting transfers will be distributed to all site principals in April of each year. A teacher interested in being included on the transfer list must notify the Executive Director of Human Resources prior to February 1. The teacher should note the type of position and/or the school site(s) being pursued.
3. Teachers with specific transfer requests shall be notified by the principal if their transfer has been accepted or denied within five (5) working days of the date the applied-for position is filled.
4. Any employee who transfers to an administrative or supervisory position and who later returns to former status shall be entitled to retain such rights as may have been accrued under his/her agreement prior to such transfer.
5. Vacancies filled on a temporary basis are exempt from all posting timelines. Upon completion of the school year, temporarily filled positions will be considered vacant positions under this policy.
6. Employees who request a transfer within the time lines set forth in this policy shall be interviewed prior to outside applicants except when travel or illness require an immediate interview.
7. Employees of the district shall be given prior consideration in filling vacancies.
8. Teachers on regular contracts who transfer into grant-funded positions will be on “Grant Duration” contracts. In the event of the loss of a grant, those teachers will be given prior consideration in filling vacancies.
Voluntary Transfers. A. Employees desiring a transfer shall submit a written request to the appropriate supervisor stating the specific assignment or nature of the assignment and the school or schools preferred. Such request shall be acknowledged in writing.
B. Each transfer applicant shall be notified of the status of that application on or before June 1st of the school year in which the request is made.
Voluntary Transfers a. Voluntary Transfers are encouraged to allow an employee to accommodate personal and professional choice for job location and/or focus.
b. Requests for transfer shall be made on a District form with a copy of the most recent evaluation and submitted to Human Resources. Should an employee be placed in the unscheduled evaluation process during the school year in which they have submitted a transfer request, the employee is no longer eligible to participate in the voluntary transfer process. When an employee is no longer in the unscheduled evaluation process, the employee is then eligible to submit a transfer request with his or her most recent evaluation. Employees may apply for a transfer to a specific site or for any position within his or her classification that becomes open. All transfer applications submitted to Human Resources shall be active for the current school year. Prior to July 1st of the following school year, employees in good standing will be contacted by Human Resources to determine continued interest to extend transfer request. Human Resources shall provide a list of transfer applicants to AFSCME upon request.
1. Transfer to a specific site. The employee must complete a “Request for Transfer” form.
2. Transfer to any site. Employees willing to consider placement in any open position within their current classification should complete a Request for Transfer form and so indicate.
c. When a vacancy occurs, the announcement shall be posted as set out in Sections 6.1.1, 6.1.2 and 6.3.1.
d. All employees in good standing who have completed their probation are eligible to apply for a voluntary transfer. Good standing means that the employee has a current evaluation that meets or exceeds standards and is not currently on an improvement plan or unscheduled evaluation cycle. All internal candidates who have submitted a Request for Transfer form will be interviewed. However, if more than ten (10) transfer applicants apply, interview consideration will be based on qualifications. Requests for transfer shall be made on a District form with a copy of the most recent evaluation and submitted to Human Resources prior to application deadline. If there is no evaluation within the last twelve (12) months, and/or during the sixty (60), ninety (90), or one hundred twenty (120) day unscheduled evaluation period, the employee’s performance during that period shall be deemed as meeting all standards and the transfer process will proceed. Voluntary Transfers. The following provisions shall apply to all voluntary transfers.
Voluntary Transfers. A. Voluntary transfers provide teachers with an opportunity to change locations. Teachers may seek transfers with dignity, security, and freedom from anxiety in their relationships with administrators.
B. A voluntary transfer occurs when a teacher submits a Request for Transfer form and the receiving principal and the Human Resources Division approve the request. Teachers may only obtain one voluntary transfer during each school year except in extenuating circumstances.
C. Teachers may submit Request for Transfer forms after the first vacancy report has been distributed and prior to June 30.
D. Requests for transfers submitted after June 30 can only be approved by the Human Resources Division.
E. A teacher who has unsuccessfully pursued a transfer for two or more years may seek assistance in obtaining a transfer by requesting a conference with a personnel administrator.
F. When a teacher has completed five years of service with the district in the same location and/or instructional assignment and requests a voluntary transfer, every effort will be made to secure the transfer.
G. The first period for implementing voluntary transfers is the month of April each year; and the second period shall immediately follow the placement of all surplused Teachers and end the last day of June.
H. Vacancy notices listing positions available effective with the beginning of the ensuing school year will be listed at least once every seven (7) calendar days during the voluntary transfer periods. Vacancy notices will be provided to the Xxxxx County Education Association and will be posted in the Human Resources Division and sent to all schools and other licensed work locations. No vacancy may be filled until three (3) school days after the vacancy notice listing the position has been issued.
I. Once a position is filled, it shall be noted on the subsequent vacancy announcement.
Voluntary Transfers. A roster shall be developed and maintained throughout the year of those teachers who request transfers. This roster will be used to select teachers for transfers at the end of the first semester and/or for the following school year. Teachers requesting transfers shall list their choices of new assignment in order of priority. Teachers shall be placed on the roster in order of their qualifications, and the filing dates of their transfer requests. If equally qualified candidates file on the same date, system-wide seniority shall be used to determine their placement on the roster. All requests shall be processed by the Chief Human Capital Officer. If a teacher does not receive a requested transfer, he shall be notified of the reason in writing and his name shall remain on the transfer roster. On a quarterly basis, the Chief Human Capital Officer shall send the Union a copy of the updated transfer list. No voluntary transfer shall be denied for reasons that are arbitrary, capricious, unreasonable or based on personal preference.
