Voluntary Transfer. 1. District management shall post in the District Office, at all school sites, and via District email a list of all known vacancies. For the purposes of the Article a “vacancy” is defined as a position declared vacant by the administration for any of the following reasons:
a. Personnel previously holding the position left the employ of the District through resignation, dismissal, retirement, or death.
b. Personnel previously holding the positions assumed a new position within the District;
c. Enrollment growth or program development causes the establishment of an additional position.
2. For each position posted, the listing shall include the work location, the job title and closing date for submitting requests to transfer to that position. No decision to fill a vacancy shall be made until after the posted closing date.
3. All unit members meeting the job specifications as announced, who complete a “Request for Transfer/Reassignment”, shall be considered for the position.
4. Members who desire transfers or reassignments for the next school year shall file requests on a "Request for Transfer/Reassignment" form with the District Office between February 1 and February 28 of each school year. Transfer and reassignment requests to a specific location and/or position in a school filed during that time period, shall be considered, when vacancies are declared for that location and position between March 1 and the end of the sixth week of the following school year. A letter or email from the District Office will be sent to a member requesting a transfer to acknowledge receipt of the member's "Request for Transfer/Reassignment".
5. For vacancies that occur after the end of the sixth week of school, the District shall consider the transfer requests received during the February 1 through February 28 transfer/reassignment window of the same school year. In this case, the transfer would take place for the following school year.
6. For transfer/reassignments granted after August 1st of the following school year, the employee has the right to accept, withdraw the request, or postpone the transfer until the beginning of the subsequent following school year.
7. If a member is not granted a "Request for Transfer/Reassignment" a letter or email will be sent to the member stating why the member was not transferred.
