Xxxxxxx/Furloughs. In consideration of the POA's willingness to help address the City’s financial challenges by forgoing the September 30, 2009 required median adjustment, POA members will not be subject to mandatory layoffs until after December 31, 2009 to provide time to assess whether staffing reductions have reached the level required to achieve the number of budgeted sworn positions in the Adopted or Amended Budget. Thereafter, if it is determined that layoffs are necessary, the parties will meet for up to 30 calendar days to discuss options to layoffs. Possible alternatives must include furloughs, voluntary out of order layoffs, and/or other compensation and benefit related cost saving measures. If, following this discussion acceptable solutions to mitigate the need for layoffs have not been agreed to, management will provide notice and begin the layoff process. Unilateral implementation of furloughs for Bargaining Unit members will not be imposed until such time as top step Police Officer base salary pay has reached the level it would have been had the September 30, 2009 median adjustment been awarded.
