Adult media outlet means an establishment that has as a regular and substantial business purpose the rental, sale or offering for viewing off the premises or other use of any adult media.

Adult media outlet means a business engaging in the sale or rental of merchandise where a substantial or significant portion of the business is devoted to the sale or rental of “adult media.” For purposes of this subsection, it shall be presumed that a “substantial or significant” portion of a business is devoted to the sale or rental of “adult media” if the following criteria is satisfied:
