Assisting State definition

Assisting State means a State providing disaster relief or initial recovery assistance, whether through civil or military components.

However, as noted in the annotations to Para. 11, the use of military actors generates particular concerns and in accordance with the Revised Oslo Guidelines, States have therefore been recommended to limit their involvement.
