An Assisting State deciding to employ its MCDA should bear in mind the cost/benefit ratio of such operations as compared to other alternatives, if available.
All differences between the Government of the Assisting State and the Government of the Affected State arising out of the interpretation or application of the present Agreement, which involve a question of principle concerning the Convention, shall be dealt with in accordance with section 30 of the Convention.
Members of the MCDA operation shall be exempt from taxation on the pay and emoluments received from an Assisting State and any income received from outside the Affected State.
