The Board reserves to itself the functions of (a) setting the budget for the Project Fund, (b) approving the issuance of the Authority’s Obligations and the terms thereof, (c) approving acquisition or disposition of interests in real estate, including municipal franchises or master lease agreements for the use of rights of way.
