Declared War definition

Declared War means a hostile contention by means of armed forces carried on between nations, states or rulers or between citizens in the same nation or state.
Declared War means a congressionally declared war. “Contingency operation” means a military operation desig-­ nated by the secretary of defense as one in which members of the armed forces are or may become involved in military actions, operations, or hostilities against an enemy of the United States or an opposing military force, or such opera-­ tions that result in the call to or retention on active duty of members of the U.S. military. As modern military opera-­ tions rarely result from congressionally declared conflicts, the previous version of Article 2(a)(10) reflected an out-­ dated perception of what constitutes a war.
