Expressway project means any Expressway Improvement or any addition, modification or extension to the Expressway System, including, but not limited to, roads reasonably related to the operations of the Expressway System, other related structures, interchanges, appurtenances, or rights, and all other projects, facilities or purposes, as may be permitted under the Tampa-Hillsborough County Expressway Authority Law.
