Franchise Operator definition

Franchise Operator has the definition given to it in section 23 of the Act;
Franchise Operator means the operator of heavy rail services in accordance with any franchise agreement entered into in response to the specification of services by WMCA in accordance with section 34 of the Railways Act 1993.
Franchise Operator means a person operating a shipping service under a franchise shipping scheme;
