Fleet – any group of two (2) or more vehicles owned and operated by a single Commercial Ground Transportation Operator.
Each Ground Transportation Operator shall be held responsible for the failure of its drivers, agents, employees or other representatives to comply with these Rules and Regulations.
Wait Time – A sixty (60) minute allowance period during which a Commercial Ground Transportation Operator may idle in the Airport’s East Hold lot (or any other area designated by the CEO or his/her agent) for such purposes before either departing the Airport premises or entering the Airport’s Commercial Roadway System for the purpose of retrieving any Airport passenger(s).
Per-Trip Fee – Fee (calculated based on the type of Commercial Ground Transportation Operator and type of Commercial Ground Transportation Vehicle) assessed against certain commercial operators (as set forth in Section 10.K.4. herein) each time such operators’ vehicle(s) enter(s) the Commercial Roadway System (or other areas designated by the CEO) for the purpose of transporting Airport passengers.
For example, a Ground Transportation Operator shall not instruct a customer to walk or utilize a Hotel/Motel Courtesy Vehicle to be transported or to transport an item off of Airport property in order to then pick-up the customer at a hotel/motel off of Airport property to avoid paying fees.
No Commercial Ground Transportation Operator may refuse or neglect to transport to any location any passenger requesting service on the basis of race, sex, national origin, religion, age, disability, short haul, or location of destination, so long as the person(s) are orderly and willing and able to pay the prescribed fare.
Signage Ground Transportation Operators serving the Airport shall display signage on their vehicles identifying the Ground Transportation Operator and/or such other identification as GJRAA may request to enable GJRAA to determine whether the vehicle is authorized to provide ground transportation, which includes, in the case of commercial limousines/sedans/SUVs, a stamp or sticker issued by the Colorado Public Utilities Commission.
The operation of all Commercial Ground Transportation Vehicles upon the streets, ways, and property of the Airport shall be subject to, and controlled by, this Ordinance unless a Commercial Ground Transportation Vehicle is otherwise provided and operated pursuant to a concession, permit, license, or other agreement with the Authority, signed by the Authority and the Commercial Ground Transportation Operator or a representative of the Operator, in which case Sections 13.4, 13.5, and 13.10 shall not apply.
Any Driver providing services under a License or Permit issued to a Commercial Ground Transportation Operator shall be deemed by the Authority to be an agent of the Commercial Ground Transportation Operator, regardless of the driver's status (i.e. employee, independent contractor, agent, etc.) with the Commercial Ground Transportation Operator.
Each Commercial Ground Transportation Operator, where applicable, shall obtain any license, permit or authorization required by any other Governmental Agency prior to applying for a Permit with the Authority.
