The International Convention for the Control and Management of Ships' Ballast Water and Sediments entered into force on 8 September 2017 and requires all ships to implement a ballast water and sediments management plan.The IMO has published 'Guidelines for the Control and Management of Ships Ballast Water to Minimise the Transfer of Harmful Aquatic Organisms and Pathogens' - (IMO Resolution A.868 (20)).

IMO uses the following definition Harmful Aquatic Organisms and Pathogens means aquatic organisms or pathogens which, if introduced into the sea including estuaries, or into fresh water courses, may create hazards to the environment, human health, property or resources, impair biological diversity or interfere with other legitimate uses of such areas.
A prototype ballast water treatment technology may be a mechanical, physical, chemical, or biological unit process, either singularly or in combination that may or may not use Active Substances that remove, render harmless, or avoid the uptake or discharge of Harmful Aquatic Organisms and Pathogens within ballast water and sediments.
In 1997, the MEPC adopted Guidelines to address the problem in the form of "Guidelines for the Control and Management of Ships' Ballast Water to Minimize the Transfer of Harmful Aquatic Organisms and Pathogens" (MEPC resolution A.868(20)).
