Integrated Digital Loop Carriers. The feeder portion of some loops may be provide by means of Integrated Digital Loop Carrier (IDLC). IDLC provides a fiber optic cable transmission path that travels directly into BellSouth’s central office local switch. Where BellSouth uses IDLC ,if technically feasible and capacity does exist, BST will provide Al-Call with a Designed DS0 UVL by using alternative provisioning techniques including but not limited to such as “hairpinning” and DAC grooming. Alternative provisioning techniques will be provided at no additional cost to Al-Call . Hairpinning involves providing a DS0 signal from an IDLC-served loop to Al-Call ’s collocation equipment by using a dedicated pathway that traverses BellSouth’s central office switch. BellSouth will provide such DS0 signal to Al-Call by establishing a copper cross connect between the BellSouth switch and Al-Call ’s collocation equipment.

Integrated Digital Loop Carriers. Where BellSouth uses Integrated Digital Loop Carrier (IDLCs) systems to provide the local loop and BellSouth has an alternate facility available, BellSouth will make alternative arrangements to permit DeltaCom to order a contiguous unbundled local loop. To the extent it is technically feasible, these arrangements will provide DeltaCom with the capability to serve end users at the same level BellSouth provides its customers. If no alternate facility is available, BST will utilize its Special Construction (SC) process to determine the additional costs required to provision the loop facilities. DeltaCom will then have the option of paying the one-time SC rates to place the loop facilities or DeltaCom may chose some other method of providing service to the end-user (e.g., Resale, private facilities, etc.)
Integrated Digital Loop Carriers. 3.10.1 If TCG requests one or more loops served by an Integrated Digital Loop Carrier system (“IDLC”), BellSouth shall unbundle the IDLC- delivered loop, as soon as practicable, using one of the following alternative arrangements: (1) utilize existing Next Generation Digital Loop Carrier (“NGDLC”) facilities; (2) utilize existing Universal Digital Loop Carrier (“UDLC”); (3) utilize existing xxxxxx facilities that serve the distribution area or allocate new copper feeder pairs to the distribution area if spare capacity is available in the feeder route or carrier serving area; (4) utilize spare capacity of existing Integrated Network Access system or other existing IDLC that is terminated on a digital cross-connect system; (5) utilize side-door/hairpin capability of switch peripheral if the serving IDLC is terminated on a peripheral with those capabilities, or if spare capacity is available on a switch peripheral; (6) activate new IDLC or NGDLC capacity to the distribution area; or (7) convert some existing IDLC capacity to UDL. These alternative arrangements will be used where available to permit TCG to order a Loop and to provide TCG with the capability to serve end users at the same level BellSouth provides its retail customers, to the extent technically feasible.

Otherwise, where BellSouth uses Integrated Digital Loop Carrier (IDLC) systems to provide the local loop and BellSouth has a suitable alternate facility available, BellSouth will make arrangements to permit ITC/\DeltaCom to order a contiguous unbundled local loop. To the extent it is technically feasible, these arrangements will provide ITC/\DeltaCom with the capability to serve end users at a level that is at parity with the level of service BellSouth provides its customers. If no alternate facility is available, BellSouth will utilize its Special Construction (SC) process to determine the additional costs required to provision the loop facilities. ITC/\DeltaCom will then have the option of paying the one-time SC rates to place the loop facilities or ITC/\DeltaCom may chose some other method of providing service to the end-user (e.g., Resale, private facilities, etc.).

Integrated Digital Loop Carriers. 3.1 When Sprint requests an unbundled Loop currently served by BellSouth’s Integrated Digital Loop Carrier (IDLC) or Remote Switching technology in which there is no access to a contiguous loop, BellSouth will, where available, move the requested unbundled Loop to a vacant cable pair, universal digital loop carrier, or other non-integrated DLC transmission equipment for the purpose of unbundling the Loop at no additional charge to Sprint. If, however, no vacant unbundled Loop is available, BellSouth will within twenty-four (24) hours, of Sprint’s request, notify Sprint of the lack of available facilities. If no alternate facility is available, BellSouth will utilize its Special Construction (SC) process to determine the additional costs required to provision the loop facilities. Sprint will then have the option of paying the one time SC rates to place the loop facilities or Sprint may chose some other method of providing service to the end user (e.g., Resale, private facilities, etc.).

Integrated Digital Loop Carriers. 2.3.1 Where Rhythms requests a loop to an end user where such end user is served by an Integrated Digital Loop Carrier (IDLC) system, if BellSouth has a suitable alternate facility available, BellSouth will not reject such request, but will instead make arrangements to permit Rhythms to order a contiguous local loop consistent with the characteristics of the loop type ordered. For example, BellSouth will attempt to migrate to parallel non-loaded copper or to universal DLC. To the extent it is technically feasible, these arrangements will provide Rhythms with the capability to serve end users at a level that is at parity with the level of service BellSouth provides its customers. If no alternate facility is available, BellSouth will utilize its Special Construction (SC) or ULM process to determine the additional costs required to provision the loop facilities. Rhythms will then have the option of paying the SC and/or ULM rates to place the loop facilities or Rhythms may chose some other method of providing service to the end-user (e.g., Resale, private facilities, etc.).
Integrated Digital Loop Carriers. If SBCT requests one or more unbundled loops serviced by Integrated Digital Loop Carrier (IDLC) BellSouth will, where available, move the requested unbundled loop(s) to a spare, existing universal digital loop carrier unbundled loop at no additional charge to SBCT. If, however, no spare unbundled loop is available, based on BellSouth’s records, BellSouth will within two (2) business days, excluding weekends and holidays, of SBCT’s request, notify SBCT of the lack of available facilities. The notification will be sent electronically if the LSR was submitted electronically, and will be via the PF report accessible via the Internet if the LSR was submitted manually. 2.3.1 To the extent it is technically feasible, these arrangements will provide SBCT with the capability to serve end users at a level that is at parity with the level of service BellSouth provides its customers. If no alternate facility is available, BellSouth will utilize its Special Construction (SC) process to determine the additional costs required to provision the loop facilities. SBCT will then have the option of paying the one-time SC rates to place the loop facilities or SBCT may chose some other method of providing service to the end-user (e.g., Resale, private facilities, etc.).
Integrated Digital Loop Carriers. Where BellSouth uses integrated Digital Loop Carrier (DLCs) systems to provide the local loop, BellSouth will make alternative arrangements to permit !nterprise America to order a contiguous unbundled local loop. These arrangements must provide !nterprise America with the capability to serve all of BellSouth’s Customers at the same level BellSouth provides itself.
