International payment transaction definition

International payment transaction means a payment trans- action the execution of which involves two payment service providers one of which (of either the payer or the payee) oper- ates in the RC, while the other payment service provider (of either the payer or the payee) operates pursuant to the regula- tions of a third country or another member state;
