The Parties intend that the roll-out and performance criteria for the Additional Cities shall be reasonably comparable to the Launch Criteria for the Initial Cities.
The Parties have agreed upon specifications for AOLB's network capacity and other criteria attached hereto as Exhibit G-1 (the "Launch Criteria") in the Initial Cities.

Failure of the Build Out of the system to comply with the Launch Criteria in the affected area will be considered a reasonable basis for withholding approval.
