The Un- derwriting Agent is authorized to issue the endorsement without prior ap- proval of the Maritime Administrator.
Pursuant to 46 U.S.C. 56105, the Maritime Administrator may remit forfeiture of the vessel upon such con- ditions as may be required under the circumstances of the particular case, including the payment of a sum in lieu of forfeiture, and execution of a new agreement containing substantially the same conditions set forth above and such others as the Maritime Ad- ministrator may deem appropriate and which will be applicable to the vessel for the remaining period of the original agreement.
Pre- miums shall be paid to the Under- writing Agent that issued the binders by check payable to the order of ‘‘Mar- itime Administration, Department of Transportation.’’ In the event that it is subsequently determined that insur- ance under interim binders did not at- tach, premiums paid will be refunded by the Maritime Administrator.
A Contractor who dis- agrees with the findings, interpreta- tions or decisions of the Contracting Officer with respect to the administra- tion of this part may submit an appeal to the Maritime Administrator.
Such appeals shall be made in writing to the Maritime Administrator, within 60 days following the date of the docu- ment notifying the Contractor of the administrative determination of the Contracting Officer.
