Scientific, technical, institutional, the public’s value, and the local economic conditions influence the meaning of significant effect. If an alternative would provide a beneficial effect, then the alternative would cause no significant adverse effect. If an alternative would provide an adverse effect, the effect might be significant or the effect might be non-significant. Determinations of “significant” and “non-significant” effects will be made by the City Manager.
