P & D means that the system meets functional requirements, but not in the way prescribed by the system integrator. "Pending" means that the data needed to determine whether this functional requirement has been met is still being collected. The meaning of grade "P-W" is undocumented, and there is insufficient information available to permit a meaning to be imputed. Since waivers require a more extreme modification of requirements standards than deviations, a grade of "P-W" is presumed lower than a grade of "P-D.”
