Population served definition
Population served means the number of persons, resident and nonresident, having immediate access to drinking water from a pub- lic water system, whether or not persons have actually consumed water from that system. The number of nonresidents is the average number of persons having immediate access to drinking water on days access was provided during that month. In the absence of specific population da- ta, the number of residents is computed by multiplying the number of active services by two and one-half.

Where a system provides water to another public water supply system (consecutive public water supply system) which is required to have an operation permit, the population of the recipient water supply shall not be counted as a part of the water system providing the water. Community and nontransient noncommunity public water supply systems will pay their operation permit fees based upon the population served.
