Process source means an air pollution source using a procedure or combina- tion of procedures for the purpose of causing a change in material by either chemical or physical means, excluding combustion. Refuse means all solid, liquid, or gas- eous waste material, including but not limited to, garbage, trash, household refuse, municipal solid waste, construc- tion or demolition debris, or waste re- sulting from the operation of any busi- ness, trade, or industry.
