Any Bidder may protest the award or decision to award a contract by submitting a protest in writing to the Bid Protest Officer no later than ten (10) calendar days after public notice of the award or the announcement of the decision to award, whichever occurs first.
The Bid Protest Officer shall issue a decision in writing within ten (10) calendar days of the receipt of the protest stating the reasons for the action taken.

The appeal must be based on factual or legal errors in the Protest Officer’s decision and not simply a disagreement with that decision.The City Manager or designee will review the record and all documents submitted to the Protest Officer to determine whether the decision should be sustained.
