Public assembly buildings are defined as theaters, sports arenas, gymnasiums, classrooms, or any facility used for a public or private function of 50 people or more.
Public assembly facilities also do not include air shows, structures or uses approved by the FAA in an adopted airport master plan, or places where people congregate for short periods of time such as parking lots or bus stops.
