Public use data sets (such as portions of U.S. Census data, data from the National Center for Educational Statistics, General Social Survey, Bureau of Labor Statistics, etc.) are data sets prepared with the intent of making them available for the public and not individually identifiable, therefore their analysis would not involve human subjects.
