Related Operator means an entity (other than Owner) which holds a license issued by the FCC permitting the holder to provide wireless PCS services, which has entered into a contract with Owner to provide management responsibilities with respect to the operation of such a service, which may include agreements pursuant to which Owner resells to or shares with such entity capacity on the Owner's System as, for example, when the Related Operator's cell site equipment is interconnected with the Owner's MSC.
