Upper Sewer Lateral or “Upper Lateral” shall mean the portion of the Sewer

Upper Sewer Lateral means the upper portion of building sewer from the plumbing system to the property line when the building sewer is connected to a public sewer located within a public right-of-way. The upper sewer lateral and property line cleanout, if installed, is privately owned.

When an upper sewer lateral connects to a rear or side yard sewer main located on private property in an easement, the entire lateral, including the connection to the sewer main, shall be considered the building sewer lateral;
