The ISO shall charge, and each Transmission Customer shall pay, a charge for the collection and maintenance of the Working Capital Fund in accordance with the methodology established in Attachment V of this ISO OATT.
The obligation of the ISO to pay Transmission Customers for monies owed for a given settlement period shall be limited so that the aggregate liability of the ISO for such payments does not exceed the sum of (i) the aggregate amount paid to or recovered by the ISO from Transmission Customers (including by applying a defaulting Transmission Customer’s financial security) for that settlement period, and (ii) the amount of funds held by the ISO in the Working Capital Fund.
Pending the receipt of such contributions, the appropriations may be financed from the Working Capital Fund.
In the event that differences between actual and forecasted ISO loads result in an insufficient recovery of its operating costs, the ISO may offset any shortfall in operating costs by (i) temporarily drawing from the Working Capital Fund or (ii) increasing the Rate Schedule 1 charge.
The ISO will monitor the activity of the Working Capital Fund, both in the aggregate and according to each Customer’s pro rata share of the Working Capital Fund.
