Working poor definition

Working poor means an employed person with an annual household income between 25 and 50 percent of the area median family income.
Working poor means workers who have full-time jobs and stable employment, but earn less than the ETP Minimum Wage under Section 10201(f) of the Unemployment Insurance Code. (See also, Section 4418.) These workers lack the essential job skills necessary to improve their employment opportunities. Their lack of job skills is often accompanied by limited education and/or English-speaking skills.
