Public Disclosure. An additional tool made available to the Whistleblower is that of public disclosure of facts constituting violations that he or she has learned directly. Although this is a separate institution from the internal reporting channel and the external reporting channel, a Whistleblower who publicly discloses benefits from the protection provided for Internal and External Reporting if, at the time of public disclosure, at least one of the following conditions is met: - the Whistleblower has previously made an Internal Report and an External Report, or has directly made an External Report, under the conditions and in the manner provided for in the regulations, and feedback has not been given within the prescr ibed time limits regarding the measures planned and/or taken to follow up the Re ports; - the Whistleblower has reasonable grounds to believe that the violation may const itute an imminent or obvious danger to the public interest; - the Whistleblower has well-founded reason to believe that the External Report ma y involve the risk of retaliation or may not be effectively followed up due to the sp ecific circumstances of the concrete case, such as those where evidence may be co ncealed or destroyed or where there is well-founded fear that the recipient of the Report may be colluding with or otherwise involved in the perpetrator of the viola tion.
