Administration and Procedure. (a) Job Evaluation Directors (i) The Job Evaluation Directors shall be composed of one (1) representative of the Pulp Paper and Woodworkers of Canada (PPWC) and one (1) representative of the Companies. (ii) It shall be the duty of the Job Evaluation Directors: a) to direct and supervise the functioning of the Job Evaluation Plan in accordance with the policies and procedures adopted by the parties to the Agreement through the Administrative Committee comprised of the Job Evaluation Directors, 3 designated representatives from the PPWC Local Unions and 3 designated representatives of the companies using the plan. b) to receive reports from Plant Evaluation Committees and to recommend improvements where necessary in the procedure of the Committees. c) to review cases of evaluation upon request of either Union or Company members of the Plant Evaluation Committees. d) to review the general operation of the Joint Job Evaluation Board as to methods, factors, procedures, delays, and to order such reviews or surveys of job fields as necessary. It shall also be the duty of the Job Evaluation Directors to adjudicate any disagreement which might arise in the functioning of the Plan. e) to direct the Joint Job Evaluation Board as to changes in methods which do not constitute basic changes. The Directors shall neither negotiate rates nor exercise any of the collective bargaining functions of the National Union or the Company. f) to recommend improvements in the Job Evaluation Plan to the Administrative Committee for consideration.
