Administrative Bulletins. Where a specific provision contained in a section of this MOU conflicts with a specific provision contained in a Administrative Bulletin, the provision of this MOU shall prevail. It is recognized, however, that certain provisions of the Administrative Bulletins may be supplementary to the provisions of this MOU or deal with matters not within the scope of representation and as such remain in full force and effect.
