Monroe County Department of Social Services (MCDSS) – The Financial Assistance Director oversees Temporary Assistance, SNAP, Medicaid, Employment Services, Domestic Violence, Home Energy Assistance Program (HEAP), Child Support Enforcement Unit (CSEU) and Day Care. The Employment Coordinator has responsibility for: Front door job search activities, the operations of the Self-Sufficiency workgroup, Teen Age Services Act (TASA) youth case- management services, the employment related activities of the financial assistance teams, and all contracts which are part of Monroe County’s Welfare to Work Case Management System (WTWCMS). 2. The work of the Self Sufficiency Unit is organized in a Task-Based Case-management model. Within this framework there are three distinct groups. These three groups are comprised of: Employment Interviewers • Employment Assessments • Restoration to Self Sufficiency Plans (RSSP) • Diversion Employability Examiners • Participation\ Accountability • DART (Disability Review and Assessment) • RSSP (Restoration to Self Sufficiency)-as well as contractors • Conciliation • Subsidized Employment Clerical SupportAppointment schedulingDocument management • WTWCMS List reviews Employment Interviewers - Perform and deliver all functions related to: orientations, employability assessments, reassessments, determine employability, create employability development plans, addressing short term and long-term goal development as well as specific plans for individual to progress towards successful completion, and assign to work activities, refer to case-management or TASA youth services. Employment Interviewers also review contractors Assessment packets, and request/issue supportive services. Interviewing Staff also perform Employability Assessments for our disabled population (TANF/XX Xxx EU codes 32, 36, 41, 42), and Timing Out interviews for TANF recipients who are about to reach sixty (60) months of assistance received. Administrative Structure. 2.1 Upon signing the Peace Agreement, Abyei Area shall be accorded special administrative status under the institution of the Presidency. 2.2 Abyei area shall be administered by a local Executive Council, elected by the residents of Abyei. Pending the election of the Executive Council, its initial members shall be appointed by the Presidency. 2.3 The administration of the Abyei Area shall be representative and inclusive of all the residents of the area. 2.4 The Executive Council shall be composed of the Chief Administrator, his/her Deputy and not more than five heads of departments. Prior to elections, the Chief Administrator and his/her Deputy shall be appointed by the Presidency. The Chief Administrator shall make recommendations to the Presidency regarding the appointments of the heads of departments. 2.5 The Executive Council, in exercise of its executive powers, shall: 2.5.1 render necessary services; 2.5.2 supervise and promote security and stability in the area; 2.5.3 Propose development and urbanization projects for the area to both the Abyei Area Council and to the Presidency; 2.5.4 Present to the National Government proposals regarding the provision of assistance to improve the lives of the peoples of Abyei, including urbanization and development; 2.6 The Presidency, upon the recommendation of the Executive Council, shall determine the executive, legislative and financial powers and competencies of the special status of Abyei Area, having regard to this protocol, other protocols, agreements, and the Comprehensive Peace Agreement. 2.7 In view of the special status of Abyei Area, the Presidency shall apply to the Judiciary to establish courts for Abyei Area as deemed appropriate.

The JOBSplus! program, operating under a contract between Onondaga County and Onondaga Community College, coordinates and/or operates the WTW Program. JOBSplus! is responsible for employability determinations, orientation, assessment, employment planning, assignment to work activities, monitoring of participation, developing and monitoring treatment plans for exempt individuals engaged in treatment or rehabilitation to restore self-sufficiency, coordination and provision of supportive services, and employment placement and retention services. JOBSplus! is also responsible for conciliation, referral to sanction, and dispute resolution. The Temporary Assistance Unit processes sanctions. The provision of childcare is coordinated among TA/SNAP Intake, TA Undercare, the Day Care Unit, and JOBSplus! according to a plan that was developed among those offices. Administrative Structure. A. Administrative oversight shall be provided by the Skills Center Administrative Council, which will consist of the Superintendent or his/her designee from each Consortium District. Voting Representatives on the Council shall have an equal vote. A quorum shall be established by the presence of at least fifty-one percent of the voting members of Administrative Council, and all matters within the authority of the Administrative Council shall be decided by a majority vote. Non- voting members can participate in discussion and offer input/insight for voting members. There will be one member that will represent all non-voting districts participating in the Consortium of Districts. B. The Administrative Council shall have the following responsibilities consistent with the terms of this Agreement, WAC 000-000-000, and the terms of any agreement reached pursuant to paragraph IV.B. above: 1. To ensure that the cooperative is operating in a manner consistent with this Agreement. 2. To formulate and establish policy relating to the operations of the Skills Center. 3. To receive and act on recommendations from the Consortium Districts and such advisory committees as might subsequently be established. 4. To review and/or approve rules and regulations concerning operations of the Skills Center. 5. To determine organization and staffing levels of the Skills Center. 6. To recommend and approve the hire of the Skills Center Director by the Host District and to direct the Skills Center Director. 7. To review and approve the course offerings. 8. To determine the slot assignments of students from the respective districts. 9. To require from the Director a proposed budget covering the annual operation and financing of the Skill Center and, when approved by the Council, transmit the program budget to the Host District. 10. To establish and amend policies and procedures to govern Administrative Council organization, composition and conduct. 11. To submit requests for state capital funding for facility investments in accordance with WAC 000-000-000. C. The Skills Center will be administered by a certificated career and technical education director who shall be responsible for carrying out the administrative functions in accordance with the policies, rules and regulations adopted by the Administrative Council. The Joint Agreement shall employ a full-time state-approved Director of Special Education under a one-year or multi-year contract, but the contract shall not be for less than one year. B. The Director shall report to the Governing Board and the Operational Board and shall implement all policies adopted by the Governing Board. C. The Director shall be present at all meetings of the Governing Board and Operational Board. D. The establishment and operation of all special education programs and services within the boundaries of NDSEC shall be under the coordination and educational direction of the Director. E. The Eligibility Division at the Tompkins County Department of Social Services is comprised of Temporary Assistance, Emergency Services, Employment, Child Care, SNAP, HEAP and Medicaid units. Temporary Assistance Eligibility Staff request medical documentation from clients who indicate a possible employment exemption at application and recertification, or refer to IMA for evaluation when necessary. They assign employment codes to exempt and non-exempt populations based on documentation received from the client and/or medical professional. Eligibility staff explain employment requirements and encourage a path to self-sufficiency. TA Eligibility staff impose sanctions and notify clients of available services such as Transitional Child Care, Emergency Services, SNAP and Medicaid. Employment Unit staff administer the Temporary Assistance & SNAP Employment program. Staff are responsible for explaining employment requirements, identifying barriers to employment, and assisting clients with finding employment. They administer Employment Assessments, create Employment Plans and refer clients to appropriate work activities. Staff monitor participation using WTWCMS and COGNOS. Employment staff work with the medically exempt population by addressing physical and emotional health issues that are identified as barriers to employment and monitoring participation in treatment. An agency CASAC is responsible administers "Back to Work" alcohol/substance abuse assessments, referrals to substance abuse/alcohol treatment and follow up. Employment staff track and monitor substance abuse treatment progress. Employment staff are also responsible for the conciliation process and sanction referrals to TA eligibility.
