Administrative Cost Recovery. In order to assist in the defrayment of the costs of administration and other expenses incurred by the Bank under this Agreement, the Bank may deduct and retain for its own account an amount equal to one percent (1 %) of each Contribution. In addition, costs for program management and administration of the Trust Fund up to a maximum of one and one half percent (1.5%) of each Contribution1, will be charged to the Trust Fund on an actual basis. If the contributions increase beyond what was originally expected at the time of counter-signature of the first administration agreement, and the administrative costs increase as a result, the Donors acknowledge that an additional administrative fee may be applied to such new contributions.
Administrative Cost Recovery. 4.1 In order to assist in the defrayment of the Administrative Costs and other expenses incurred by the Trustee under this Agreement, the Trustee may deduct and retain for its own account an amount equivalent to 0.58 per cent from the Contributions. In addition, the equivalent of up to 1.96 per cent of the Contributions may be charged on an actual basis to cover the Administrative Costs incurred by the Trustee. In addition, Administrative Costs incurred by the Secretariat shall be charged to the Trust Fund on an actual basis. Estimated costs for the Trustee and Secretariat charged to the Trust Fund will be approved in advance by the Steering Committee on an annual basis and shall be subject to an end of year adjustment based on actual costs incurred.
4.2 The Trust Fund funds may also be used to cover the Administrative Fees incurred by the Partner Entities. The Administrative Fees of Projects and/or Programs will be allocated by the Steering Committee at the time of its approval of Projects and/or Programs, based on the submission of proposed Administrative Fees by the relevant Partner Entity to the Steering Committee and on the agreed fee structure approved by the Steering Committee. The Administrative Fees of each Partner Entity shall be provided for in each of the relevant Transfer Agreements.

3.2 In addition to the aforementioned 5% administration fee, the Bank may, following deposit of Contribution funds, transfer actual costs up to a maximum of ten percent (10%) of the Contribution funds to support the GFDRR Secretariat’s program management and administration, as described in the GFDRR Charter.

In order to assist in the defrayment of the costs associated with the establishment of the Trust Fund, the Bank may, following deposit of the first Contribution from any Donor to the Trust Fund, deduct and retain for its own account from that Contribution an amount equal to and not greater than thirty-five thousand United States Dollars (US$35,000).
3.2. In order to assist in the defrayment of the costs of administration and other expenses incurred by the Bank under this Agreement, the Bank may deduct and retain for its own account an amount equal to five percent (5 %) of each Contribution. If the contributions increase beyond what was originally expected at the time of counter-signature of this Agreement, and the administrative costs increase as a result, an additional administrative fee agreed by written agreement by the Bank and the Donors may be applied to such new contributions.
Administrative Cost Recovery. Effective Date: 07/31/2012 Recovery of administrative costs by Bilateral Donors from USAID is discouraged. Where the recovery of such costs is necessary or otherwise unavoidable, the Operating Unit should negotiate a fair and reasonable amount for any such costs and include provisions in the grant agreement that such costs are recoverable without duplication and allocated pro rata among all other contributors to the project or program incurring such costs.
