ALTERNATIVE ACTIONS CONSIDERED. Since Union Pacific does not enter into agreements with private entities the City will act as the go-between between the developer and Union Pacific in order for the safety improvements to be implemented. If the City does not step in UPRR will not approve the project, therefore no alternatives were feasible. ALTERNATIVE ACTIONS CONSIDERED. Staff has in the past advertised in local papers and contracted with a local real estate broker. Recently staff tried working out a lease agreement with the adjacent shop owner but there were too many unfavorable changes to the lease. Xxxx Xx Xxx is willing to sign a standard lease, has good credit and an existing nearby business. These facts make Sung Wo Han the best tenant choice. ALTERNATIVE ACTIONS CONSIDERED. This funding is essential for the Public Health Officer Unit’s mission and goals; including containment of COVID-19. The Public Health Officer Unit assesses each funding source to ensure that it supports the City’s mission and goals. The alternative action of not seeking any of these funding sources would result in a significant reduction in critical public health services to the community.

ALTERNATIVE ACTIONS CONSIDERED. An alternative would be to create just one new parcel that includes both Xxxxxxxx House and the portion currently occupied by the trailers. This approach was considered but not taken with the creation of the Sankofa House parcel. At that time, Housing Department and City Attorney’s Office staff concluded that it was prudent that each building have its own lease and that the security interests for the financing of each building be separated. Establishing separate parcels for each building would ensure the separate treatment of each building in case of foreclosure action by the State. These same considerations still apply. Additionally, separating the parcels make the projects eligible for a greater amount of State financing, since the EHAP limit is $1 million per project site. Another alternative is to leave the site and lease as they are. This would allow BOSS to continue occupancy of the parcel but not allow for State financing for rehabilitation or development.
