ALTERNATIVE ACTIONS CONSIDERED. The Department would like to transition its fleet of front-line apparatus to electric, which has recently emerged in the emergency response apparatus marketplace. In collaboration with Public Works the Department investigated switching to electric fire apparatus. Unfortunately, there are major financial hurdles that stand in the way of that goal. Specifically, each apparatus is approximately $500,000 more expensive, which would equate to an additional commitment of at least $2.5m for this purchase. In addition, each of the City’s seven (7) fire stations would need to be retrofitted with 3- phase power and charging infrastructure at an estimated cost of at least $2.9 million. Given the current state of fire facilities and the pending re-build/renovations that we know have to occur in the next ten (10) years according to the Fire Facilities Master Plan, these investments do not seem fiscally prudent. ALTERNATIVE ACTIONS CONSIDERED. If Council does not approve the DDA, XXXX’s 9% tax credit application will not meet TCAC requirements, and the opportunity to develop Xxxxxx Crossings as an affordable senior housing development will be lost. Council’s options in that scenario include 1) a sale of the site for market-rate/commercial development; 2) lease of the site for some use yet to be identified; 3) land-banking of the site. The financial impact and implications for the community related to each of these options would require further research and reporting back to Council.
ALTERNATIVE ACTIONS CONSIDERED. An alternative would be to create just one new parcel that includes both Xxxxxxxx House and the portion currently occupied by the trailers. This approach was considered but not taken with the creation of the Sankofa House parcel. At that time, Housing Department and City Attorney’s Office staff concluded that it was prudent that each building have its own lease and that the security interests for the financing of each building be separated. Establishing separate parcels for each building would ensure the separate treatment of each building in case of foreclosure action by the State. These same considerations still apply. Additionally, separating the parcels make the projects eligible for a greater amount of State financing, since the EHAP limit is $1 million per project site. Another alternative is to leave the site and lease as they are. This would allow BOSS to continue occupancy of the parcel but not allow for State financing for rehabilitation or development.
