Alternatives Evaluation Methodology. The Engineer shall develop performance measures, fatal flaw analysis criteria and conceptual alternative evaluation screening criteria based on qualitative and quantitative measures. The alternative evaluation screening criteria shall include considerations for enhanced mobility, socio- economic and environmental effects, engineering feasibility, travel demand, improved safety, project cost, socio-economic financial feasibility and public and stakeholder input. The methodology shall address the methods for each level of alternative screening and define the rating scale to be used for each level of alternative screening. The methodology shall include example evaluation matrices to be used for the fatal flaw analysis and the conceptual alternative screening and evaluation.
