Barriers to Employment Growth. The CNA shall provide a forecasting report that shows current market demand (to include an environmental scan), future customer needs, and new customer acquisitions. In this report, the CNA shall identify and prioritize the top five (5) barriers to employment growth and the specific action plans that will be addressed within the next twelve (12) months or the duration of a shorter term.
