Benefits Advisory Committee. A Benefits Advisory Committee of AFSCME Bargaining Unit shall be formed for the purpose of reviewing plan performance and advising the District on desired changes in insurance benefits. This committee will make its recommendations to the Superintendent of Schools and the President of the American Federation of State County and Municipal Employees (AFSCME). 1. The advisory committee shall consist of three AFSCME appointed members by the Union, to include the president and three members from M-DCPS. 2. The advisory committee shall meet quarterly or on an as needed basis. 3. The advisory committee shall be provided access to all relevant and available information as allowed by HIPAA. This information may include financial, actuarial, and consultant reports, request for proposals (RFPs) conducted, aggregated data concerning wellness initiatives, and pertinent utilization data. Cost data associated with claims or utilization activity, admission rates, and emergency room visitation shall also be included. Available information related to pharmacy discounts paid to the District on a monthly basis shall be made available to the committee. 4. The advisory committee may request outside auditors, actuaries and consultants to make presentations and provide data to the committee at no additional cost to the District. 5. The advisory committee will work collaboratively to identify at least 10 health and wellness workshops to be provided during the 2010 calendar year (asthma, fitness, weight reduction, oral health, healthy eating, heart health, cancer prevention, etc.
