The parties recognize that the annual assessment of employee performance is an ongoing professional activity for the purpose of identifying employee strengths and weaknesses. As such, this Section establishes the Custodial Assessment and Professionalization System (CAPS) applicable to the M-DCPS custodial employees represented by AFSCME.
