Breastfeeding Peer Counseling (BFPC) Services. 1. General Description of BFPC Services. The purpose of BFPC Services is to increase Breastfeeding duration and exclusivity rates by providing basic Breastfeeding information, encouragement, and appropriate referrals at specific intervals, primarily through an LPHA Peer Counselor, to pregnant and Breastfeeding Participants who are participating inthe BFPC Program.
