Child Care and Dependants. This issue was not covered before by either Purple (staff) or White (manual) books and is a new element relating to child care and dependants. The new Green book makes a provision that authorities ensure adequate support for employees with childcare and dependants. This has been interpreted to refer to employees on whom care responsibilities fall wholly or mainly and assistance to be given taking account of overall delivery needs with employees circumstances not overriding the organisations priorities. If within available resources it is possible to help such employees then this provision encourages authorities to be flexible.
