The City Council may, if it deems appropriate, review any recommendation rendered by an Advisory Arbitrator on the basis of an independent review of the record of the hearing conducted in Step 4, 4 above. Any such City Council review must be initiated within thirtythirty (30) working days of the City's receipt of the Advisory Arbitrator’s recommendation, and any City Council action as a result of that review shall be final and binding upon the parties.
