City Transportation Network Impacts. As a condition of approval for final plat on the Initial Phase, Developer will prepare and submit a city traffic impact model and analysis for City review and approval. That model will adequately identify how Project-generated traffic impacts the City transportation network, what (if any) mitigation is required, and the estimated costs of any such mitigation. That model will include traffic count data already scheduled by the City and ITD to be collected in the summer of 2020. To the extent, if any, that such model shows the Project causes substantial local traffic impacts sufficient to require necessary improvements, then as a condition of final plat on subsequent phases the City and Developer will enter into further agreement on the scope and cost-share for such improvements.
