Cleaning Holds, Cargo Spaces and Tanks. At the option of the vessel, such work will be performed by either crew members (not using shore based mechanical equipment) or employees covered by this Agreement, however, the discharge of refuse to a scow alongside shall only be performed by employees covered by this Agreement.
