CONCLUSION OF COLLECTIVE BARGAINING. ‌ A. This Agreement is the entire agreement between the Employer and the Union. The parties acknowledge that they have fully bargained with respect to all terms and conditions of employment and have settled them for the duration of this Agreement. This Agreement terminates all prior agreements and understandings either verbal or in writing except as provided at B below, and concludes collective bargaining for the duration of this Agreement. B. Letters of Agreement or other contract modifications in effect at the time of signing of this agreement shall remain in effect for the duration of this Agreement unless cancelled under their own terms or by mutual agreement. Prior to enacting any change in the terms and conditions of employment as established by a specific provision of this Agreement, the Commissioner of the Department of Administration shall obtain the agreement of the Union in the form of a letter of understanding or agreement. Prior to enacting any change in any mandatory subject of bargaining which is not established by a specific provision of this Agreement and which was not a subject of a negotiations proposal, the Union shall be notified in advance of the proposed change thereby enabling them to negotiate on that change.
