Consulting Teacher. a. 11.7.4.1 A Consulting Teacher is a teacher who provides assistance to a Participating Teacher pursuant to PAR. The Board Consulting Teacher will meet with participating teachers to discuss the PAR program, establish mutually agreed performance goals, develop an assistance plan, and develop a process for determining successful completion of Education and/or its agent(sthe plan. It is expressly understood that the purpose of such participation is to provide peer assistance and the Consulting Teacher will play no role in the evaluation of the teaching performance of a Participating Teacher.
11.7.4.2 The qualifications for Consulting Teachers will be set forth in the Guidelines, provided that the following will constitute minimum qualifications:
11.7.4.2.1 The Consulting Teacher shall have at least three (3) years of teaching experience in the School District; and
11.7.4.2.2 The Consulting Teacher shall demonstrate exemplary teaching ability, as indicated by, among other things, effective communication skills, subject matter knowledge, and mastery of a range of teaching strategies necessary to meet the needs of pupils in different contexts.
11.7.4.3 In order to fill a position of Consulting Teacher, a notice of vacancy which includes the qualifications for the position, will be posted in all schools and in the School District’s Central Office. The Council will select the consulting teacher Consulting Teachers from a list among qualified applicants in accordance with Section 24 A procedures set forth in the Guidelines, provided that the Council will attempt to select Consulting Teachers who reflect the diversity of the School CodeDistrict’s teachers. The Council’s selection of a Consulting Teacher will not be subject to the grievance/arbitration procedure in Article IX of the Agreement.

I. Compensation for the consulting teacher will be allowed the same as the amount paid to observe the remediating teacher's performance during the remediating teacher's regular classroom time. Consulting Teacher. a. In order to expedite the formulation of the remediation plan, a consulting teacher will be selected within thirty (30) calendar days of receipt of an unsatisfactory rating. Consulting teachers from within the district will receive orientation and released time in accordance with the remediation plan. A consulting teacher will be chosen and involved in the remediation plan as follows (from School Code 24A and Administrative Code 50.50):
A. Participants in the remediation plan will include the teacher deemed unsatisfactory, qualified administrator(s) and a consulting teacher selected in accordance with the following procedures. The Board remediation plan may include the participation of Education and/or its agent(sother personnel to assist in correcting areas identified as unsatisfactory.
1. The consulting teacher shall participate in developing the remediation plan but the final decision as to the evaluation shall be done solely by the administrator.
2. The participation of the consulting teacher will be voluntary.
3. The qualified consulting teacher will be one who has received a rating of excellent on his or her most recent evaluation, has a minimum of five years experience in teaching, and has knowledge relevant to and reasonable familiarity with the assignment of the teacher under remediation.
4. The consulting teacher will be mutually chosen from a list developed by the district or, the Association, if it chooses, may supply a roster of at least five (5) shall qualified teachers from which the consulting teacher is to be selected, or the names of all teachers so qualified if that number is less than five (5). The teacher being remediated and the participating administrator or principal of the teacher being remediated will cooperatively select the consulting teacher. In the unlikely event that the cooperative effort to select a consulting teacher from should fail, the participating administrator and/or principal who rated the teacher unsatisfactory shall assign a list in accordance with Section 24 A of the School Codeconsulting teacher.
b. The consulting teacher so chosen shall be notified in writing and such written notice shall specifically state that acceptance is voluntary.

7. The consulting teacher shall be governed by its relative parts of the bargaining agreement.
d. The consulting teacher shall will provide advice to the teacher, teacher rated as unsatisfactory, unsatisfactory on how to improve teaching skills and to successfully complete the remediation plan.
e. 8. The consulting teacher shall will not participate in any of the required quarterly evaluations, nor be engaged to evaluate the performance of the teacher under remediation.
f. 9. The consulting teacher shall will be informed, through three (3) quarterly conferences with the qualified administrator and the teacher under remediation, of the results of formal and informal observations and the first three (3) quarterly evaluations in order to continue to provide assistance to the teacher under a remediation plan.
g. 10. The consulting teacher will not be called to testify at any hearing relating to employment of the teacher under remediation. Furthermore, in accordance with applicable provisions of the School Code, the Board will provide indemnification and protection for claims and suits against a teacher as a result of his/her role as a consulting teacher.
11. If a problem develops between the remediating teacher and the consulting teacher, the remediating and/or consulting teacher becomes unavailable during will inform the course participating administrator or principal of a remediation planthe exact nature of the problem. If deemed necessary by the participating administrator or principal, a new change in the consulting teacher shall be selected made. The selection of the new consulting teacher will be done in the same manner as the initial consulting teacher. The remediation plan shall be amended as necessary upon consultation with the new consulting teacherteacher was made.
h. A consulting teacher shall receive a predetermined amount of release time per week to perform the duties of a consulting teacher. Consulting Teacher. a. 1. The law provides that “ the consulting teacher” is an educational employee who has at least five (5) years of teaching experience and a reasonable familiarity with the assignment of the teacher being evaluated and who received an “excellent” rating on his/her most recent evaluation. The Lansing Education Association will provide a roster of qualified teachers for selection of a consulting teacher. A selected consulting teacher may reject a consulting teacher assignment. If no District teachers are available and/or qualified, the District will request the Illinois State Board of Education and/or its agent(s) to supply a teacher. The teacher under remediation shall select a consulting teacher from the consultants’ roster.
2. The consulting teacher will advise the teacher rated “unsatisfactory” on how to improve and successfully complete the remediation plan. The final decision on the evaluation will be done solely by the Administrator.
3. The following provisions will be made for the remediation plan to be put into effect:
a. A substitute teacher will be provided for the consulting teacher when he/she needs to be absent from a list in accordance with Section 24 A of his/her classroom for the School Coderemediating teacher.
b. The consulting teacher so chosen shall will maintain a log of consulting hours outside the required school day. This log will be submitted to the administrator at the end of every thirty (30) school days during the remediation period.

g. If in any subsequent evaluations, conversations, hearings, etc. It is the intent of the parties that any statements made by the consulting teacher becomes unavailable during to or about the course of a teacher under remediation plan, a new consulting teacher shall be selected in the same manner as the initial consulting teacherstrict confidence.
